Se trata de uno de los proyectos presentados por los vecinos en el marco del programa “Tu barrio propone”, que impulsa el Gobierno local, y que fue votado por mayoría para su ejecución. La iniciativa apunta a recuperar este espacio público a partir de la instalación de juegos infantiles y equipamiento deportivo, la construcción de rampas y el mejoramiento de la iluminación, entre otros arreglos.
La finalización del “Paseo Tucumán” —ubicado en Tucumán entre Av. La Plata y Madame Curie— en el barrio La Colonia es uno de los proyectos que resultó seleccionado para realizarse en 2018. La iniciativa se enmarca dentro del programa “Tu barrio propone” que impulsa el Gobierno local para fomentar la participación ciudadana y democratizar la asignación de recursos.
El proyecto contempla la instalación de juegos infantiles, equipamiento deportivo y cestos de residuos. También, la ejecución de rampas para favorecer la accesibilidad de los vecinos con movilidad reducida o discapacidad y los adultos mayores. Además, se prevé mejorar las condiciones de iluminación de la plaza, marcar las sendas peatonales, pintar los cordones y realizar tareas de parquización.
Carlos, vecino del barrio, señaló que “este proyecto es muy necesario ya que el paseo nunca se terminó, por lo que se transformó en un lugar abandonado. Es una alegría saber que podremos recuperar este espacio para disfrutarlo con nuestras familias”. En esta línea, Mariana, dueña de un comercio de la zona, manifestó que “por primera vez, hemos sido convocados a participar activamente en el mejoramiento de nuestro barrio, nos sentimos escuchados y agradecemos que se valore nuestra opinión”.
Acerca de “Tu barrio propone”
El programa se lanzó en Abril bajo la coordinación de la Secretaría de Gobierno y Derechos Humanos, que conduce Guillermo Galetto, y la Subsecretaría de Participación Ciudadana, a cargo de Diego Buffone. Se planteó como objetivo generar proyectos de carácter comunitario para el barrio y democratizar la asignación de recursos.
En una primera etapa, que se desarrolló entre Mayo, Junio y Julio, se realizaron los denominados foros vecinales, donde la gente se acercó para presentar sus proyectos. Luego, esas propuestas fueron evaluadas por equipos profesionales para definir su factibilidad técnica y presupuestaria. Así, se llegó en Octubre a la instancia de votación, donde quedaron definidos los proyectos ganadores que serán incluidos en el presupuesto 2018 para su ejecución.
Cabe señalar que se trabajó con las zonas de Bernal (Av. Dardo Rocha, Av. Lamadrid, Cerrito, Vías del ferrocarril), Quilmes centro (Av. Las Heras, Av. Cevallos, Brandsen, Vías del ferrocarril), La Colonia (Av. La Plata, Av. 12 de Octubre, Rodolfo López, Vías del ferrocarril) y Quilmes oeste (Av. Gral. Mosconi, Felipe Amoedo, Gral. Acha, Brasil/Luisa Bertana).
“Nuestro objetivo —sostuvo Buffone— es fortalecer esta herramienta para que todos los años podamos incorporar más zonas y aumentar el presupuesto. Esta es una política pública exitosa en otras ciudades, que por primera vez se está llevando adelante en nuestro municipio y que apostamos a consolidar de cara al futuro”.
